Yea, the beltway (any city) needs help.
Maybe DC should follow California's "Protect The Idiots" program.
On I80, you approach this pickup/camper who's checking every car for chains or snowtires. And these helpful folks will put your chains on for only $40.
Wouldn't add that much time to the commute would it?
