It could be the base, the part that mounts to the column is loose or the locking mechanism, the tilt lever, is not completely locking into place? Hmmmmmmm, try pushing the lever towards the dash, then try pulling the wheel down. You say that the column wobbles? does it wobble at the pivot point? or the column?
